यह पेटी 30° से 35° अक्षांश के मध्य पाई जाती है यहां उच्च वायुदाब की स्थाई पर की विस्तृत होने से पवन ने लगभग शांत रहते हैं सागर में पवन नहीं चलने से मध्यम  युगीन पालदार जहाज को इसे पार करने में विशेष कठिनाई रहती है मध्य महासागर में ऐसे समय कभी भी लूटने डूबने या नष्ट होने का डर बना रहता था अतः यहां पर जहाज का भार घटाने के लिए व्यापारी घोड़े और भारी समान सागर में फेंक दिया करते थे इसी से यह अश्व अक्षांश कहलाए यहां पर शांत खंड का विकास मुख्यतः विश्वत रेखा से संवहन क्रिया द्वारा जो पवन ऊपर उठती है वह पृथ्वी की दैनिक गति से प्रभावित होकर ध्रूवों की ओर गतिशील होते समय मुड़ती जाती है अतः उनका एक भाग आयन वृत्त के बाद नीचे उतरने लगता है नीचे उतरती हुई यह पवन भारी व शुष्क होने से उच्च वायुदाब का क्षेत्र पैदा करती है इस प्रकार जहां विश्वत रेखा के साथ पेटी में वायु अक्षांश की ओर उठने से बादल की उत्पत्ति करते हैं वही यहां वायु आकाश से भू पृष्ठ पर उतरती है शीतकाल में यह पेटी दक्षिण की ओर खिसक जाने से यहां के उत्तरी भाग में पछुआ पवन बहती है।

Thornweight's World Climate Classification (THORNTHWAITE'S CLASSIFICATION OF WORLD CLIMATES)  The famous American weatherman Thornwet has described climate classification by classifying it into two distinct parts. वायुराशियों के  वाताग्र  या सीमान्त (FRONTS OF AIR MASSES) वाताग्र या सीमान्त वह लहरदार एवं विशेष ढाल वाला तल होता है, जहां कि आमने-सामने से दो भिन्न-भिन्न भौतिक लक्षणों वाली वायुराशियां आकर मिलती हैं। ब्लेयर के शब्दों में, “जिस सतह या रेखा के सहारे वायुराशियां पृथक् रहती हैं उसे वाताग्र कहते हैं।" जबकि ट्रिवार्था का कहना है कि “वाताग्र कोई रेखा नहीं होती अपितु पर्याप्त चौड़ाई वाले (5 से 75 किमी) ऐसे क्षेत्र होते हैं जहां से भिन्न स्वभाव वाली वायुराशियां आमने-सामने से आकर अभिसरण (Converge) करती हैं।'' इस प्रकार वाताग्र से आशय उस ढालू सीमा या सीमान्त से है जिसके सहारे दो विपरीत स्वभाव वाली हवायें मिलती हैं। वाताग्र न तो धरातल के ऊपर लम्बवत होता है और न ही धरातल के समानान्तर क्षैतिज होता है। बल्कि वह कुछ कोण पर झुका हुआ होता है। जलवायु विज्ञान में वाताग्र का अत्यधिक महत्व है, क्योंकि ये मौसम की विशिष्ट दशाओं को जन्म देते हैं, जिन्हें चक्रवात, प्रतिचक्रवात कहते हैं। इसीलिये वाताग्र को चक्रवातों व प्रतिचक्रवातों का पलना कहते हैं। (Fronts are cradle of cyclones and anticyclones...
